Should the federal Govt. provide loans to the Big 3 Automakers to ist them in retooling plants for cont.?

the building of more economy cars. Doesn't the domestic automakers save tax payers money by paying health care and pensions for thousands of retired and current employees. Wise investment in my opnion.
