What can we do about this?

My husband and I want to have a wedding since we never got to do one in the beginning. I think it will be about 30 people or less so should I go crazy on the wedding costs or should I just try to do a small ceremony, My husband doesn't want me to go over $2000 on my wedding dress. What centerpieces can I use and where can I have a reception, a nice one like a banquet hall or what? I live in southern Wisconsin.
