If Rudy Giulliani wins Florida, does that prove that our votes can be bought?

He isn't campaigning anywhere else. He's spending all his money in Florida. If he wins in Florida, and receiving less than half of the votes that Ron Paul did in Michigan, what does that tell us about the American voter, in genreal and the Florida voter specifically?
