Why should anybody have to pay a higher tax on anything when there is so much government fat to be cut?

There are things that could be cut from every federal government department from USDA, education, the pentagon, EPA, transportation, basically every department has redundancy and does things that are not really necessary. So why not cut the fat before raising taxes?
